The National Center on Secondary Education and Transition (NCSET) recently published the "Handbook for Implementing a Comprehensive Work-Based Learning Program According to the Fair Labor Standards Act." that provides up-to-date guidance on development of work-based learning (WBL) programs and includes examples of WBL activities, contact information for the U.S. Department of Labor staff, a list of related organizations, and information about Social Security Work Incentives. The National Collaborative on Workforce And Disability for Youth (NCWD/Y) has released, Career Planning Begins with Assessment: A Guide for Professionals Serving Youth with Educational and Career Development Challenges
Transition decisions and choices made by youth need to be based on sound information including appropriate assessments that focus on the talents, knowledge, skills, interests, values, and aptitudes of each individual. Supporting those principles, the Guide includes information on selecting career-related assessments, determining when to refer youth for additional assessment, accommodations, and legal and ethical issues in testing. The Guide is intended for administrators, youth service practitioners, and policy-makers.

Downloadable training packets on Partnership Development, Employer Engagement, Engaging Out of School Youth, and other topics for youth policy makers and youth service practitioners developed by School and Main Institute for the Texas Workforce Commission’s Youth Program Initiative.

The Dashboards For Youth, developed by the Forum for Youth Investment, builds off of the metaphor of a car dashboard to "steer a positive course" for youth by tying together a clear vision of the areas of development they wish to promote, a clear view of young people at different ages; how they are growing and developing; the amount of services, supports and opportunities they are receiving; and the quality of these services, supports and opportunities.
